This mod is one of the most under rated mods on Nexus. If you use combat mods, running around duel welding ( or carrying a big two-handed sword) - it's very hard to heal without chugging potions. Switching to cast a healing spell usually meant a nasty death. This mod fixes that.
I truly love this mod as it works with Skyrim SE! I hope you wouldn't mind placing this over there as well?
If you don't mind the suggestion I was wondering if there was any chance you could create a version in which the other spells are also set as powers as well!
This is not only great for paladin play styles, it really helps me with my melee shaman (double axes) too! Although this mod doesn't get its deserved attention its worth mentioning that this works really well with the TK combat mod, coming close to being able to actually making a combat magic hybrid.
In case you're still occasionally checking up on this I got one question Dracos, for me the shouts don't cost mana which makes 'em unbalanced. Do you happen to suspect an obvious fix?
This mod should have gotten a lot more attention than its gotten. Its a brilliant solution to the Skyrim introduced problem which requires hands free to cast.
Its not dreadfully overpowered though it could use some cost considerations in regards to the shout based prayers.
This mod makes battle cleric/paladin style play far more viable, and removes the need for the Cerwiden healer companion (cause, while a nice mod, shes not half as intelligent as the mod makes out) and makes life a bit more survivable for people playing on Expert and Master level difficulties that are also using combat enhancements like DUEL or Deadly Combat.
Overall why this mod didn't get more attention is beyond me. I was about to make it myself today til I checked the Nexus rather thoroughly to find this one tucked away in Spells and Enchantments and I only lucked on finding it by using the word "heal" as my primary search term.
Perhaps changing the name to reflect what it actually does, which allows limited healing and paladin style "aura" healing while fighting, would get more people to realize what it actually is.

I did not know other mods use urag. I can make a new vendor at the college or I could add them to the restoration trainer in the college give me a few day I will move the vendor.

There is one flaw - powers from this mod do not spend my magicka so I can cast them infinitely...
