@CalenEllefson, I'll look for it. I am sort of busy with my real life but will work on this when I'm not fixing my brother's car. EDIT: I uploaded a small readme I wrote. I've never had any problems with this, it's just a texture pack really, so I doubt there's hidden complexity.

@jackstarr, I don't peruse the forum much. Thanks for the link. I'll hunt down the original tartan makers and credit or link them. I knew he was reusing other tartans and as soon as I am able I will credit them appropriately - I uploaded this late last night simply because I was asked a few times on Reddit if I had these to share. EDIT: There's now a readme with credit, and I linked to Callaghan04's page that timonier provided but I can't find Luddeman anywhere.
@Zahirah, if I recall correctly, the tartans were pulled from a variety of sources. My NMM SHOULD still have a version of timonier's page with credits, and when I am free I'll credit or redirect accordingly. Right now I have to go fix a car.
I think the tartan textures belong to Callaghan04. If you go to the first page of the link you shared below and read you will see mention of it. I know Callaghan04 did a Stormcloak mod using tartan textures he created.
His last post says: "I am really sorry. I wished to be able to finish this or at least fixe the issues some people experience, but my new job doesn't give me enough spare time, and as I am not a graphist designer at all, it takes me a lot of time with Gimp to figure out how to do things. However, I have seen really good mods with professionally made banners and shields on the Nexus. Anyway, whoever wants to take "my" work for his own mod can do it freely, no permissions needed nor credits to give except for the tartans I do not own (see permissions and credits of this mod)."
However, there is no readme in this mod crediting the creators of the tartans, which according to Timonier he does not own - these creators should be tracked down and credited by the new uploader.

It seems as though timonier has indeed abandoned the mod, and given permission for anyone else to continue.
