Won't work for me either I've got it installed in the right path but it does nothing and just uses the default sun glare.
Edit: Found out that it was because I was using Climates of Tamriel that I couldn't use it, because climates of tamriel changes the location that it gets the sun glare texture from and you have to make a custom folder for the apparently non-existent one. My final sunglare placement looks like this:
I had to make the Climates of Tamriel folder since it never installed a visible one. Found most of this out after seeing that any sunglare texture I was installing was not working and then finding the Skyrim Sunglare V4 mods page since the author made his sunglare to be "CoT compatible" and they explained how to make other sunglares work with CoT as part of their description.
Whew! Stress levels dropping now. This was bugging the heck out of me. :3
Hopes this helps people having trouble making it work with CoT installed.
Must have for any ENB config. I don't understand why some ENB authors insist on including an "elaborate" sun texture, when all it does is collide horribly with the sun shafts.

Steam/steamapps/common/skyrim/Data/textures/sky/climatesoftamriel/<insert sunglare here>

Edit: This applies for other weather mods as well (e.g. Vivid Weathers)
