I know this is a old comment but I had noticed this, so I tested using top 10 recommended FPS counters, all but ENB and FRAPS reported 2x the amount of FPS that ENB reported.
As i have a potato PC I had been downscaling textures etc. didn't use SMIM etc which dropped my FPS to much. After using FPS counter I was then able to use SMIM and increase textures etc. As a secondary test of this I used BethINI to put my settings to Ultra, which I knew would drop my FPS to much but wanted to test the FPS counter, this mod reported 18FPS, ENB was around 7FPS but visually this was not noticeable, which an FPS of 7 would have been therefor confirming ENB to not be accurate.
I added this comment incase anyone else had the same issue.

it is now possible to change the keyboard layout with this plugin, although for some reason no one has made such a mod ... It helps a lot people, including me. Thanks again
I didn't change any of the settings in the .ini, but for some reason the activate/deactivate button is the * key above my numpad. I guess its real close to scsroll lock? Maybe it has to do with numlock being on/off, but if scroll lock isnt working for you try that key
How to move labels horizontally? by the way, this add-on allows switching the keyboard language in the game .. but not in the creation or enchanting process .. could you fix it?

Figured it out. It's on /data/SKSE/plugins. (Dumb me)
