  Instructions on making your own DragonBorn ash/snow patch. Let me know how you go and I'll post a link to your mod on my page or upload it as an optional download if you'd prefer (obviously with credit).
  
  Load up the Creation Kit with Skyrim and DragonBorn as masters like you would for making a new mod.
  
  Go to: world > world spaces
  
  WordSpace: Find the world space you want to fix. (the one with the ash problem, there might be more, I don't know) Make note of what climate is selected under "use climate data"
  
  Object Window: Enter that climate name as a filter and click "all" to search for the climate (Form type = CLMT) open that.

  Quick step-by-step so you can adjust for personal preference
  
  Lunch the Creation Kit
  Go to File >Data
  Check: Skyrim.esm & getSnowy.esp
  Set getSnowy.esp as the Active File, Hit OK
  WAIT! Click "Yes to All" to any warnings
  In the Object Window Filter, type "getSnowy" then click *All, at the bottom of the list tree
  Double click "getSnowyShader"
  Cry a little about how convoluted the Effect Shader user interface is.
  Make your edits, hit OK and Save.
  
  TIPS:
  Transparency:
  The "Full Alpha Ratio" and "Persistent Alpha Ratio" is where you can set the transparency (0 = 100% transparent)
  
  Hi-res:
  To increase the texture resolution, increase both "Texture Scale (U, V)" values.
