I suggest to let the NPCs who just would ignore you for your clothing, make a negative remark or a goodbye instead. This way the player would be able to recognize that there is something wrong. Otherwise you might even think that the NPC is just not available for a chat by vanilla default or even haunted by a bug.
FCO has tons of remarks for the different voice types. Should be far less work to find it there and use it with FCO as a master or by copying (if the author gives permission). But I can already tell that he is a nice guy

Your "faction" armor extension for Skyrim reminds me of the FNV feature which was totally believable. It stands to reason that if you are showing your Stormcloak colors during the civil war that imperial sympathizers would not want to deal with you. It also seems to me members of the Imperial Legion would attack you on sight. Now...IF you are wearing Dark Brotherhood attire, it also stands to reason that the Penitus Occulatus would also attack you on sight. IF you are wearing Thieves guild attire, I would think some city guards would give you a hard time whilst others would just give you a wink. So the basic idea of this mod is great and the possibilities for faction related interaction based upon what faction related armor the player wears could certainly be expanded beyond just being ignored.Despite the low response from players my feeling is this mod could be developed into an awesome addition to the game. Just my 2cp.
Best of luck with this mod mate. I have it on tracking now. I really hope you can manage it, because it'd make the game so much more fun! I tried doing it during the Thalmor Embassy quest but it didnt do anything. Hopefully you can manage this!
@jfprovata: yeah it is possible. but those animations need an Idle for the different meshes. And scripting is required to trigger those idles.
@dragonshadow: yes, quest givers may ignore you. simply change your outfit. also, npcs that agree with your faction armour will not ignore you - so assassins and thieves will recognise you when you wear assassins and thieves armours.
guys, note that this is a version that is still in work-in-progress. though it is working as described and i doubt there are any major bugs in it (I played it on two characters from start to about level 35), it is very sparse in feature and polish. I released this version for others to extend - particularly those in the official bethesda forums.

In all case, trakking, there is not a lot of other mods doing that specific part.
I'm not sure when I can get a full release though.
