Good point, neumein. If you hadn't pointed that out, I probably wouldn't have seen anything wrong with changing the block values in mod about perks. I removed that part of the mod, so it's just the perk changes.
Oh wait, reading this again (As of 6th July), that's exactly what you weren't saying. I probably don't want to make a mod for block effectiveness. The way it works is that there's a set cap for how much damage you can block (Default being somewhere around 70% if memory serves), and you can get up there with very high block skill anyway.
You probably should find a list of of Creation Kit settings that you can use to figure out which setting means what and do it yourself. It's a simple thing to do and you'll be able to experiment and tweak the block skill more to your liking.
Just wondering if you could upload a file with just the block effectiveness increase? I've been looking for a mod like that for ages. If you could do that, I would be forever grateful
