...Let me think, there's the quest that starts by talking to the Argonian in Solitude - I think he was namedJaree-Ra, the Thieves Guild quest that has you tracking another Argonian through the East Empire Warehouse that ends up in this location, and the quest to kill the bandit leader by Atham the executioner.
I would suggest, and rather prefer, that those quests are a condition before the respawn occurs.... And that the bandit leader is replaced by a generic bandit leader.....
Imperial secret base = full of imperials Stormcloak secret base = full of stormcloaks Dark Brotherhood secret base = full of DB Iniates Thieves guild secret base = full of thieves Khajiit caravan base = full of khajiits
I guess you set each of the NPC badguys to respawn, but they still wouldnt respawn. But then i noticed in the CK when i searched for Broken ore grotto and in the (encounter zone) settings, the zone was set to "Never Respawn" by default, so i un-checked that box and now it respawns properly WOOOT!!
So your gonna have to add that part to your plugin or the Dungeon itself can never respawn
They were all dead before i installed this, but only by a few days, i waited about 5 days indoors but they were still dead. I think i could have it set too 7 day respawns for dungeons, ill post back in a few days to see i get them to repsawn.
Werid i just waited about a month and they still didnt respawn? this was when installed after they were dead. Any ideas?

why not making this cave friendly like this:
