What a lovely, lovely idea... makes destruction imbalanced because you practically get an upgraded perk from dual casting for free, but at this point, WHO CARES!
Not going to use it because of the plethora of other destruction magic mods I use, but it's still awesome ;3

i think this is suppose to stagger or panic an NPC who is hit by magic, not really sure
