I would also like a Power that sounds like the horn blowing which summons soldiers to help you. In the book it's said that if its call was heard in Gondor it would never go unheeded and unreplyed.
He could use the Animation from the guards. Skyrim allready has this Animation the first and maybe only time u see it is at the frist dragonfight a guard will turn up his horn and blow it =)
I notice with a mod I have -Dovakiin Relaxs Too- that in certain locations, one specific being a Forsworn camp if I activate it near a cliff my character will sometimes Blow a Horn with a sound file to it and animation and everything I was hoping to find a mod where I could blow a war horn anywhere and maybe even have some effects from it's use as well.

in the puppeteer master mod ( http://skyrim.nexusmods.com/mods/10870 ) there is a horn blowing idle with animation and sound try talking to it's creator to see if you can link them together

As a big LotR fan myself, I absolutely love the idea if it, and the graphic is beautiful. I do agree that it would be wonderful if it appeared on the characer's belt or slung over the shoulder. Just like Onigamibr mentioned the Bandoliers mod, as it does just this, it might be worth it to look into how they did it and apply it here.

I got a better idea for this mod! Like we all know, Boromir used the Horn of Gondor to warn the fellowship or "call them". How about to make an other version of this mod, when using it, it can spawn the "waiting or resting" followers front of us.

WHY DOES THIS HORN WEIGH 10 UNITS? Is it made out of solid gold?

With a chain, clipped to his belt. Would be very cool, for every knight looking character!
