Worked a treat in the SSE version. I had completed blood on ice but after civil war(imperial) could not buy the house. After running the bat files I am now the proud owner of Hjerim. The jarl made me thane and the steward upgrades the house. may have made a mistake having the house cleaned buy the steward, so will go see the jarl and steward from a previous save.

you sure saved my game! Hjerim is arguably the best vanilla house in all of Skyrim. What bugged it for me was winning the war for the imperials before triggering the murder.
