Awesome mod, a suggestion would be to change the percentage based on the body part, so maybe the gloves and helmet would reduce your speed less than the cuirass and the boots.

EDIT: This mod works really well with Syynxs Perky's changes to the Heavy Armour tree (especially the Divine Armour perk (take 15% less damage, move 10% slower with at least 3 pieces of HA equipped)) - makes you feel like a real wall of steel, with the drawback of actually being slowed down!

I think light armour should slow you down by 2% per piece.
