I got the parasol to work as a torch without any error. I admit I cheated.
Check the Deathbell Princess mod. It has an "umbrella" made of deathbell flowers in it. I just copied most of the settings associated with that in CK and used the parasol model, and turned the lighting to black and radius 16, works like a charm.

I might retexture it, as this one is rather low-res and I'd like to use it as an umbrella as well so the alpha and lace bother me slightly, but endorsed nonetheless.
I have decided to start from scratch. Redo the whole parasol with the torch as the handler (new textures and mesh). I also have some new additions I want to make. Don't know when I will get around to it though as I am real busy in RL.
@Phyber: As far as the script goes for the rain and the NPCs, I have been trying to get help or figure out how to get that to work. I did check out that "Light up the night" mod and even got a hold of the author but so far it looks like it's gonna be a real challenge. But we will see, I haven't given up.

It makes npcs carry torches when its nighttime, and i suppose it would be quite similar if you can code your npcs to carry umbrellas when it rains.
"The turnout so far, is a black Parasol that emits light" sounds cool! any screenshots? Sometimes errors in Creation Kit may turn out to be super fun, like another mod "Katamari Dovahkiin"

@itachi85bj: I never even thought of the torch. I will get on that right away.
@Phyber: FlexBcarrier is right, the Parasol is too fragile for rain. So I shall make a proper umbrella as well and see what I can do about NPCs using them in the rain.
Very nice, I also think that torch animation may work better. I am yet to play as vampire in Skyrim; but I imagine those that do would gladly use if it would give some protection from sun damage
@Phyber: the textures would have to be changed me thinks, this is to fragile to protect from anything but sun as it is now.
Lovely!! Im gonna track this one closely. Would it be possible to script other NPCs so that when it rains, they'll actually automatically take out the umbrellas and use them? IIRC there is another one that does this, but using torches when its dark.
