this is a half ass mod that makes no sense really its just a way to get people to use his save file no thanks concept makes no sense and the mod is crap it doesn't fit at the point of you getin your head cut off there is no papers for you to be executed so they can't put a warrant on a person they have no records of its like o if you see this dude wearing pretty much the same type cloths as everyone also we know nothing about him solders go find em. sorry to be so harsh but rework your idea then try or something
at the discussion: You entered illegal into the province so you are normaly a bandit or worse, when you were trustworthy you would have some kind of paper with you and gone through the Office of the Borderguard.
If you where a big Champion in the Lands you came from, where you had dinners with the Kings and Queens, owned a city, ... i don't think you would sneak past the borderguard/-tower/-fort into Skyrim alone.
So from the beth-story, you are a fugitive and for the imperials(as you where with Ulfrik, someone unwanted(no papers, no one knows you) or a stormcloak spy).
If it can be set dynamically i would go:
Based on Race: If Imperial the bounties are switched. If Nord its only 50% of the below bounties.
if you choose to go with Ralof or Hadvar the Imperials or the Stormcloaks set different warrants in their territory for you. With Ralof: 1k in all Imperial associated Holdings With Hadvar 500 in Imperials and 500 in Stormcloaks.
In Riverwood they should be sceptic about you, but as you are with someone familiar, leave you alone, but not like help me, my xxk claw was stolen, here, have some iron ingots, and you can have x and y too, if you like. You should get some Travelpapers to go to Whiterun save(when you get the quest there), that sets your bounty virtually to 0, if you loose the paper or drop it, you are back to 500 or 1k.
After you get recognized as a dovakin in whiterun, the paper is removed and, in Whiterun Territory your bounty is set to 0 and everywhere else its set to 1/2(some new almighty(magiccasting highelf, for exmaple) is not recognized after killing one dragon, that no one knows of, as the would be Hero, every girl wants and everyone should kiss the shoes).
After meeting the Greybeards your initial boundy is removed everywhere.
"Some inner voice told me to make my way here", won't help much. Except might get you nowadays some nice white jacked with backstraps. Earlier you might just be but as narrow-minded desolate beeing on the next execution line(just what happend in the intro).
Like when i get a boat, drive it to america from europe to a coast, where i burn the ship, after that get cought there with some drugsmugglers on the beach(without any papers, money, ... ), and hope that the nice men from the coastguard and the other policemen give me 10k Dollar and wish me a nice stay, and every american is happy to see me, give me presents, let me freeroam in their homes, ...
Not true. Tullius and the others didn't even know your name. Everyone was split up when you were attacked by the dragon. The only real target the empire had was Ulfric. Since noone knew you were Dovahkiin they could care less whether they recaptured you.
So really your logic can go either way. Tullius remembers and hates you, or you are just a stranger.
Would be cool if you were banned from solitude, slightly harrased in imperial cities, (riften welcome tax everytime maybe) and normal in the stormcloak ones
If you think about it rationally, Tuillius has many, many things significantly more important than some random traveler they picked up for the hell of it. Sending out word to every Jarl in the province is a waste of his time and resources, not to mention that half of the Jarls just might welcome you in simply to spite Tullius.
The Empire isn't exactly popular throughout a solid portion of the region, and the Jarls are all essentially independent, anyway. ............. I'm curious what specifically this does, because if I'm constantly a wanted man, it sounds like completing the main quest line will be impossible (upon re-reading the description, this may be the intent.)
@regioriseel, in all technicality, you were not supposed to be executed and the captain was abusing her power without giving you a fair trial and tullius only cared about Ulfric getting executed, you were insignificant, plus it was thought that no one survived Helgen so really, putting out a warrant on some insignificant prisoner whos records were lost at helgen seems a bit extreme for attempting to jump the border. Its a little extreme, but its not that big of a deal, but I just had to point that out.
