in addition to the idea with armored circlets: you need to add circlets to armor sets, so as not to lose perk's complete set bonus. Here you need to consider which circlet add to each individual set. Or you may compare one circlet with a few sets. Also, the players probably will need to know (readme-file) what is included to the sets. I'm not sure that translated my thought is correct, I hope you can understand me.
Here's the thing, I would love to use circlets, but NEVER do because I turn to a helm that offers to my protection rating, regardless of what race I am. I want to see a circlet that offers comparable protection, or even SOME protection, even though, I know that it is not practicle, but it would give players an option to wear them over a helm. Just my POV!

I also had the same problem for a long time - circlet or helmet? But then I found this that will allow you to wear both:

perhaps I'll take you up on that idea. I ran it through my head a few days ago, but I sort of forgot about it. I'll test it out and see how it is!
improvement would be useful if you add a little protection for a circlets.
that's very weird, it worked for me. I'm not sure what the problem is.
