Repeated for ditto effect -- originally I thought this was player character only (though it was quite amusing to see every Imperial in the game with kitty tail for a moment... Tullius, stop twitching!).
Figured I'd pull up the CK and see if there was a "player's character only" switch hiding somewhere. edit: d'oh, just noticed the "Mystic Tails"...
That is right a new race. The default races all work fine so far. In my case it's the ashen one. http://skyrim.nexusmods.com/downloads/file.php?id=8583 This one.
I do understand on how to add the tails to them, but somehow the creationkit doesn't let me confirm my selection and disables all previous choices. That even happens with the default races.

@masterx - If I manage to figure out what could be causing that issue, I will let you know.
