do the vendors respawn if killed due to, say, a dragon attack Rorikstead? Edit1 : Does this mod require a lot of resources? Anyone here experiencing a lot more crash after installing this mod? BTW, Thanks. Apothecary vendors who stocks 99 of most of alchemical ingredients sure are handy.
I had to disable this mod to complete the Initial quest for joining the thieves guild quest of stealing the ring from the strong box, The npc from this mod was all the way over by the crafting area but apparently was watching me. Gave me a bounty in Riften failing the quest. Uninstalled then reinstalled no big deal though.
Are the vendors supposed to be surrounded by an effect constantly?
The effect is caused by an interaction between the Atronach perk possessed by most of these vendors (not all!) and some other mod you have which is periodically sending out a spell to do something with them. The Atronach perk is absorbing this magical hit each time, causing the spiral swirling blue effect you see.
The fix is a bit tedious, but reliable:
Open "Sexy Crafting Merchants.esp" in the Skyrim Creation Kit. If you don't already have that tool, it is available for free through Steam. Maybe you can do this with TES5Edit instead, but this is the path I chose.
Under Actors → Actor find the first 01Sexy* actor.
Double-click that actor, then go to the actor's SpellList tab and under Perks find the "atronach" line, click it, and hit Del to remove it. Click OK to save that change.
Go to the next 01Sexy* actor in the list and repeat. Again, not all of the Sexy Crafting Vendors will have this perk, so if it's missing, just skip to the next. I don't know if it is important to modify the TEMPLATE actors or not; I did.
After you've removed all of the "atronach" perks, say File → Save from the Creation Kit's main menu.
Restart Skyrim and continue from your last save. If you were in a cell with one of these vendors, go somewhere else and come back. Otherwise, go find one of the vendors. The swirly effect should be gone now.
You're not done yet because now you've got a situation where the problem will come back if you disable and re-enable or completely reinstall the mod, so you now have to fix the other two places this ESP file lives on your machine, assuming you are using Nexus Mod Manager:
In NMM's Skyrim mods folder, open the archive file for the mod in 7zip and drag your newly-edited ESP file in from the Skyrim data folder to replace it. This modifies the archive on disk immediately, not requiring an explicit Save action. This is the source NMM uses on a complete reinstall via the right-click context menu.
There is also a copy in NMM's VirtualInstall directory, but instead of replacing that one manually, right-click the mod in NMM and say Reinstall to overwrite the VirtualInstall copy with the fix you just made in the previous step.
Obviously there's a fourth place the mod lives, up on nexusmods.com, but the solution to needing to fetch the "broken" mod again is to back up your mods folder.
Are the vendors supposed to be surrounded by an effect constantly? If so, how do I remove it (if possible) because it is really annoying to have that massive blue aura thing popping up while trying to barter with them? And if it isn't part of the mod, how do I fix it? Because, same as above.

For such a relatively minor mod, this thing is an absolute backbone of my playthroughs -- for both inventory stock, and available gold.
