EDIT: I actually managed to convert and pack it into BSA/ESM package. It works flawlessly in SE. Please let me know if you need any help so that others can enjoy this great mod.
2016 and amazingly, the mod works as advertized and must have for any sneaky character that respects himself. Only problem, the arrows don't seem to appear in stores, so you must craft them yourself.
I've always hated how skyrim didn't have a good way of destroying light.
And I loved those water arrows in thief deadly shadows!
unless theres a water arrow spell that can be cast as a magic instead..I'll probably go though this mod to see what makes it tick. Don't worry it'll be personal. won't even go online with it.

Anyway, Water Arrows don't show up at the merchants you mention. I just crafted them, but yeah.
Edit: I will endorse when, I dunno, some effort is made on this. Even if it's not something you can fix, if you tell me so is fine enough.

Scratch that about installer, it was because I fiddled with it to add water bolts.
If a wizard can summon fire ice and lighting at his fingertips....why not water? or turn wood to gold!....yeah....wish i could turn wood to gold..
