Can the big weather spell kill my PC?
If you have a really bad PC (Worse then a GTX 1060/RX 580) then maybe.
I'm running a 2060 Super with high overclocks and it had no FPS hit but I did have my grass mod turned off (Forgot to turn it on) so make of that what you will.
It will likely CTD if you have not bothered with correctly setting up stuff like Crash Fixes but that is on you and not me.

Will there be a new merge like the "TWS - SCM2 - AM2 Merged Version"?
Yes just wait or make one yourself if you know how to remake BSAs and make SEQ files.
