If you want to make a mod to kill racists in the game, why only Rolff? He's hardly worth the bother, anyway.

There are racists from every race, not just Nords. Elder Scrolls games have had some form of racism since Arena.
Rolff is indeed required for a quest. The quest in question is to beat his dumb ass in a fist fight, and he's the quest giver. Provided you haven't goaded him into a fight that you haven't finished yet you can safely kill him. I think all the characters you can get into fist fights with are essential because you'd end up beating them to death otherwise, especially if you've got something that boosts your unarmed damage.
LOL perfect mod, who would role-play as a racist anyways? I mean sure to each their own, but we must acknowledge the situation for what it really is: What is racism exactly? The answer is that racism is dumb****ery, it is to be a dumb****! So by all technicalities role-playing a racist(that includes role-playing a character who believes in superiority in elves over men and vice versa) is essentially role-playing a dumb****, so you might as well do every other dumb**** thing with modding, and make it so you can shove a slaughter-fish up your *** and then barf it up as a chinchilla!
