I was just looking for something like this! Definitely tracking. I already have the mod that entirely rebuilds the western watchtower in Whiterun, and was hoping that someone would fix Fort Greymoor and the others.
I'm definitely interested in this mod, there was a very old unfinished attempt at the same(fortress restoration) that never got far enough to be playable but it's sorely needed. Despite being old it makes no sense for so many forts to be in disrepair, especially when they still hold strategic locations and should see uninterrupted use.

How many of the forts do you plan to change?
Furthermore it would also be important to know if the navmesh has been updated to the changes that have been made.
