      Hello,
      do you have mods that overwrite or are you just playing vanilla?

      Hi! I have vanilla, and there are no third-party mods for plants. But I still see dry bushes on the roads and everywhere.

      Are the two files in this order? Can you take a screenshot if possible? Do you have the Dawnguard DLC to install? It only removes dead vanilla shrubs from the one without the DLC.

      I have a LE edition. And I know how to set mods, but the bushes are still there. Did you check it yourself?)

      Don't worry, English is not my language either.
      
      Do you confuse clear shrubs with dark brown dead shrubs? if you look at my two screenshots.
      
      PS: Maybe I would also remove the clear shrubs, but I fear that after that, its empty nature.
