Well, from a completely biased position, I must say the Ulfric would make a wonderful target for her to torment into a little ball of fear, whimpering in a corner, but then, to be perfectly honest, I don't like the man. Can't bring myself to like him even on a Stormcloak play-through. So, yeah, she should have some fun with him. Just for kicks.
However, there is another possibility that offers much greater returns shall we say, and would be a perfect place for her to plant her little seeds of Phobia and discord. The Court of a young, impressionable, and currently very vulnerable would be High Queen perhaps? Surrounded by people who are all trying to get their own hooks into her, to influence her, for her own good of course, certainly not to advance their own position. After all, older, and certainly wiser, heads can make sure she doesn't make any mistakes as a new ruler, wouldn't want to upset the balance of power after all. And of course, Phobia would love to disrupt the relationships between the individual nobles, ply her special abilities in a Court that is already full of intrigue as each scrambles for their share of the pie.
And then there are the Imperial forces in the city. Ah, to drive a subtle wedge between the good General and the nobles of the court? Why, that sort of thing could cause trouble for generations. Such wonderful possibilities!
You wouldn't be the first one to be biased on this particular Character. Although your other suggestion to use Elisif offer more potential for Phobia. Tullius is interesting options as well, though i think he would be much like Ulfric, even if very interesting, there are limitation to what can actually be done with them.

Very cool shot of Phoebia! As for her victim... well, nobody will mourn Nazeem, but two witches at Radiant Raiment - Taari and her sister might also fit as her possible victims, since they both are so nasty that sometimes it is not even funny.
Indeed, i don't think anyone would miss Nazeem..but wouldn't take just make Phobia a hero instead of a villain? Ahh yes those two witches...they are so nasty and displeasant ! Urg!
I can't deny that Nazeem is a very tempting choice (if i could he would be the victim in every tale...well the really evil ones :-P ! lol ). The other two are really tempting too.. ( Elewen that *"%(&(*"%& ...sorry ! ).
