I think that's Andil's default expression, and it seems to fit him most of the time. I do use Puppeteer Master sometimes to set my characters' animations and facial expressions in screenshots. But usually the expressions they have already are good enough.
I use console commands sometimes, too (player.playidle animation_name), when I remember the animation names, or remember enough of the name to look them up (help "part of the name that I remember" in the console, or search Skyrim idle records at cs.uesp.net).
Yah, Farengar is quite the eager one. He seems like a bit of a socially oblivious geek, who's currently geeking out big time on dragons.
You're right to wonder about how Andil will avoid or deal with the Thalmor's attention. That will be addressed a little in Part 16.
