Not sure if it was the repeated restart or reinstall of 4K textures, but all seems OK at the moment.
Hate it when stuff like this happens. But at least I got a funny out of it.

That happened to me with old video card drivers. When I updated them it stopped happening, but it could also be due to too many high resolution textures being loaded by the game at the same time

Most time it can be solved by restarting the game.
Did you install new textures lately? Could be also the textures mipmap issue, then.
Only recent stuff I've put on are the 3 I listed. But I really haven't played in ages so I'm struggling to remember what else I've done.

try another skin mod just to see if that could be the problem or not
Tried installing a tattoo recently? The strange lines and shapes seem to be clustered around in patterns like a tattoo would be... Unless it's shifting, then disregard that theory it could be anything.
