Just guessing because i do not look into the wiki or go in game before asking this to actually see if i am correct :p

@MM Oh he did that to me too, I had to search around for a fix, which apparently should be fixed by unnoficial skyrim mod, but I sadly still have the bug here... you have to type setObjectiveCompleted BQ03 101 1 before talking to him, to be able to get more quests... I was mad about it, since I love doing those bounty stuff.
On the side note, I loved this fancy circlet textures, they look awesome, very realistic and not too shiny.
Some close-ups cannot be unseen...
