After some more examination, I realized that it is not the Bullet param that was edited to give the sheath function.
It is the SpEffectParam.
Furthur examination and comparison, I found the specfic Row and Name! It's in the SpEffectParam, Row: 127000, and Name: EzStateBehaviorRequestId. The Sheath Mod contains the value of 600, while by vanilla it is 314. Change 314 to 600 and BAM you got yourself a sheath mod.
Therefore, as long as any other mods do not rely on that specfic area, you can basically add steath function whenever you want. This post can be a good reference.
in addition you can change the icon of loaded shuriken too Kusabimaru, in EquipParamWeapon Row 70000 (loaded shuriken) change the iconId to 1000 and there you have it Kusabimaru icon instead of loaded shuriken.
and if you want to go further or have a mod that works with main.fsb in sound folder, first you need to know how to use DSSI if you know then set target a blank file (.wav file) to samples with id 112, 113 and 368 now Sheathing doesn't make the shuriken noise anymore (be aware by doing that switching to other shuriken upgrades won't make any sound either).
I'm not properly educated in the sound file, nor do I find it necessary since I actually don't hear the shuriken noise when switching to it. Weird.
But it's good to know about the image. Like, damn, I didn't even realised it was done with the param file, since I thought it was involved with the msg file. Thanks!
What kind of a programa do you use to see the details of the especifications and details of the param? I only managed to see to reach and see the GameParam folder

Did you ever figure out? I'm trying to mix this with Elden Arts. I think the Bullet param is conflicting with Elden Arts because one of the combat arts affect become invisible.
I also spend an entire day on the community Discord server trying to find anyone or doing it myself. It was a cluster-fuck. It seems no one bothered with this mod at all.
Hey, in case you ever want to comback to this, I did some futhur testing and it turns out that it's not the Bullet param, it's the SpEffectParam that gives the function. Replacing the Bullet param causes the invisible combat art effect, so just replacing the SpEffectParam and nothing else will give the sheath function and not cause an issue. At least, that's what I know so far. I only tested on the Stormveil combat art, so I don't know if there are any other combat arts that are affected, but I assume that Elden Arts doesn't touch SpEffectParam.

Is it possible to combine this with Blood Decals mod? I've tried replacing the DecalParam file with Yabber, but it seems to break this mod. Would love some help if anyone has had this same problem.
Would it be possible at all to be able to attack while sheathed? In other words, Sekiro draws his sword attack and then after one or two seconds he automatically sheathes again?
Plus I also think you should have rather used the flame vent \_(' _')_/
