Adds more spectators to the arena stands, eliminating the feel of eleven or twelve people making the sounds of fifty thousand. Inspired by the recent \"Spectatorm attacks\". There should be no FPS hit from this at all, and should not affect Arena combat adversely. Each spectator is very low-poly (you can thank Bethsoft for that). I simply increased their numbers a bit, giving the bleachers more life.
In future versions I hope to add even more variation to the crowds, perhaps with retextures to simulate a more diverse audience.
