Really loved this armor. Would you be willing to port a version for Morrowind? I suppose I could just play oblivion but I am currently working on adding mods for morrowind and have noticed that it can be done. Just curious if you would since you made this mod.
I've got Kvatch Aftermath, so I'm pretty sure I won't have access to the Kvatch set. Which is perfectly fine, I'm only downloading this because another mod requires it. I see another user has Kvatch Rebuilt and can't get the armor either.
If using TCL to go beneath where the original Kvatch Blacksmith is doesn't work, I'm sure this can be resolved in the CS, or even perhaps Wrye Bash. I wouldn't know exactly how to do it, but either is a probable solution.
Nice mod though I have to say that Bravil is probably too poor to have a deadric retex ">.

Mods don't work that way my friend. New mods will trample over old mods, and mess it all up.
The problem obviously lies in the fact that the vendor in Kvatch rebuilt has a different selection of items. The vendor spawn lists do not include the ceremonial armor. you might want to get the armor before the first stage of construction, otherwise your chances of getting the armor is low.
There is one possibility though. Every vendor has a chest usually right below the ground from where they sell. All npcs in the market district do anyways. typing TCL in the console, and looking below the spot where the orc blacksmith originally sold may prove fruitful. be warned, if you do find the chest it will be marked as the vendor's property even though the orc left the camp to set up shop in the new Kvatch. <-------- this is a theory my friend, as the creators of Kvatch Rebuilt may have removed the chest, or other conflicts may appear. your best bet is use the construction set.
i have a problem i wonder if the author of this mod knows how to solve it or if any other knows.i have kvatch rebuilt mod active and the town has been completely rebuilt i go to the blacksmith shop but the kvatch set isnt available:S
