Downloading now, I'm gonna check to see if to see if it conflicts with IC Unique Districts, if it does I'll play with load order and perhaps tinker...I want this and that's it.
There is just a single 'large' tree to in the way of the 'Arbor' that conflicts with ICUD... not bad going for the two separate mods, I'll just nip that tree out in the CS and I'll be a happy eater!

Oh that's good then! since you can nip it out with the CS you could also move the sewer yourself, I don't find it necessary to upload an .esp myself since you're handy enough to.
More simple : Console ----> clic on the tree ----->type disable -----> enter (make a save before in case you have chosen the wrong target ^^ ) Warning !!! : if you clic on yourself ----> CTD
Am I correct to assume the conflict is the exact same if using the Better Cities version? It used Unique Districts' stuff, but some stuff (like the Arboretrum is different).
Loaded with Better Cities in CS, I don't think there any conflicts per se, unless you count very minor of clipping of trees with stone... Which I don't. Heck, it looks like it belongs in Better Cities, looking great from the upper walkways it adds.
