Yes you can. NMM follows the same folder structure as the game. Your package has the same structure as the game. So, adding a mod manager download button would be common sense.

Download manually to a folder for Oblivion mods (create one) and import the zipped file as is with NMM through the green plus sign top left margin of the NMM interface. Usually, the mod will be added under the "Unassigned" entry (Right-click the mod and choose 'Move' and a roll-out menu will appear wherein you can choose to which category you want to add the mod). This time the mod will be added to the "Models & Textures" category. Install like any regular mod. Done.
I've been using your replacer for a long time. I just wanted to tell you this is probably the best texture replacer for architecture I've ever tried (and I guess I tried all of them). Nice details without redundant weird bumpiness fiesta. It looks very natural - almost like in real life. Great job, amnes
