I like the idea. I wish that the book got put into your inventory at the start of the game, seeing as I used an alternate start mod and started in a shipwreck off the coast of Anvil.
Hopefully it won't be too difficult to edit the ESP in CSE and change the location of the book from Chorrol, to directly into the Player Character's inventory at the start of the game.
I like this. Yes, in some quests you can't actually break it by clearing it out first, but for some, you can and it makes it difficult if you find that out later. I do however see a few slight things that could make it better... firstly, since you don't have to buy the book it might be better to change the location... even add it to the inventory right off the bat, or leave it in the First Edition. The reason for this is that some people (like me) prefer to start the games 'adventuring' in other places besides Chorrol, and with map markers turned off I then have to break immersion in order to get the book. The second issue which is very small is this- if it isn't necessary to buy the book, why is it flagged for theft? Sure, we can use the SetOwnership console command... but again it breaks immersion. one third issue is that while this is a great resource, it has one major flaw. EVERY cave, ruin, etc, is listed. Not everyone plays in every single guild; for example my dear Odette is Fighters Guild/ Archeology guild. It would be fine for her to break Mage's guild quests, she won't do them anyway. If you would tweak this to change the lists to reflect which guilds require the area, it would make it so much better. A simple letter in parenthesis would do it. Other than these small issues, this is an excellent mod.
Must have been quite some work to collect all the locations on the net and researching all the quests. Only that deserve an endorsement.
As said, a handy book, but needs to be set to "unowed". A small suggestion. If you feel like to do it? Then if it where possible to set a check mark in the book at each location you have visited? It would be a very useful addition to this book.
Would save us all some effort and having to spend valueable gaming time searching the map.

Idk the commands or the Ref# for the book :(

Then have the mod do a check if the quest is in the players quest log to remove the lock?
It would circumvent the need for the book.
Is this possible?

No problems with any of my 68 mods. :- )
Endorsed.
Kind regards from Sweden.
One minor suggestion, make the book an unowned item in the location, so you don't get stuck with a stolen item or possibly lose it.
I used the console commands to set the ownership of the book so I could take it with out stealing.
