Oblivion Cats (by Teagal) adds roaming cats to the cities. I highly doubt, anyone else than me will need this update, but just in case I´m wrong: I really like the Oblivion Cats plugin but always found there were way too many cats. Be sure to read the update22b.txt - especially if you want to use this mod with an existing savegame.
