For anyone having problems getting the quest to progress from its initial stage, you can skip the part where you interact with Vinicia Melissaeia at the Office of Imperial Commerce by typing "player.setstage jeiWaterfrontWarehouse 10" into the console. It'll remove 12,000 Septims, and add the key and the deed to your inventory without having to talk to Vinicia. I'm not sure what's up with the quest marker being stuck on the outer door to the office, and I don't know if you're missing any really crucial dialog by doing this, but at least it makes the purchase.
I have a slight problem with my game. I've tried and failed to get the Office of Imperial Commerce lady to show the dialogue line for the warehouse. Do I need to renistall? Help is appreciated.

No worries, it doesn't. I use Goddess store too, so it's official. Actually Goddess Store itself kinda conflicts with Vanilla game. Since the house the store is located is actually Dareloth's House. Of course, in the vanilla game, it is not accessible from the front. The front door is all boarded up. You have to use the back door - and finish the thief's guild quest line to gain entry. So you might play the game for a long time and never realise it.
