Not clear what you mean? You should get a "Taunt" dialog choice from any NPC who has the Rumors option. If it's not showing up then you either haven't installed it properly (just drop in your data folder and activate) or some bug kept the initial addtopic script from firing correctly (unlikely) or you're not running OBSE.
If by chance it's the second: deactivate the mod, launch the game and make a (regular, full) save (not a quick or autosave), exit the game, reactivate the mod, and relaunch the game. It's pretty lightweight scripting so there's not much that can go wrong with it.

Great idea and works very well.
Taunt him or her is try to attack you or defend your self against your enemy.
a dude in a huge suit of daedric armour taunts you....
