I couldn't find the entrance until I realized it was probably because I hadn't advanced the main quest at all yet, then I used console commands to find the portal. I won't give away the location, but to prevent anyone else from getting agitated over this, just make sure your character has done more than just exit the sewers in regards to the main quest.
That is actually what i intend to do, the tower isnt yet complete, i first focused on cleaning up the landscape and in version 2, the tower will probably be finished by then.
