Thanks DarkSloth74 actually This is his work, I am part of the Unique Landscapes management helping to keep the project together and organised, and while I did work on about half of Skingrad Outskirts and I am involved with any fixes or updates to existing ULs, otherwise I did not create the UL mods.
@ acelogan: Install Fast Exit 2 and forget about it. This is Oblivion, it was practically designed to crash.
Typically a crash on exit is caused by one mod deleting something which another mod later in your load order edits. As the object is considered deleted it causes a slight hang-up for the game engine when it refers to the edits from the later loading mod, so it trips up when unloading the data from memory on exit. Assuming you are correct when you say that the problem only exists when Silverfish River Valley is active, the fault lies not with Silverfish River Valley but with another ESP earlier in your load order.
I'm getting a crash on exit with this mod enabled. My BOSS Log doesn't show any conflicts or "dirty edit" messages though. Has anyone else experienced this?
I seem to be having a major mod conflict with this mod and the popular mod The Lost Spires at two locations. (And yes I did get the UL Silverfish River mod via the UL Compilation OMOD download, so the mod version will be 1.0.1 rather than the suddenly newer 1.0.2 version). And please bear with me as I didn't record location using coordinances, but if you ever played The Lost Spires mod, then there is gonna be conflicts with this particular UL mod and The Lost Spires with the major conflicts being a land tear on the road the Lost SPires mod has going into the Bloodvein Mine and the other major conflict is really huge (as far as I've seen) where the location of the UL Silverfish RIver mod's Vigilacian's Vantage and The Lost Spire's Overgrown Spire actually collide into each other, thus making for an ugly location! So please provide some kind of a patch to fix the problems where Unique Landscapes Silverfish River Valley and The Lost Spires conflict!
Edit: Okay, I have the exact coordinants for where these conflict problems have occured! (31, -9) and (31, -10) for the land tear near the Bloodvein Mine where UL Silverfish River Valley mod and the Lost Spires mod both conflict. And the other conflict cell is (33, -9), where the Lost Spires mod's Overgrown Spire and the Unique Landscapes Vigilacian's Vantage's stairway path both collide! (It's as though the path and stairway leading right up into the Vigilacian's Vantage goes right thru the middle of the Lost Spire's Overgrown Spire structure itself!)
@ 127ms: Okay now we're getting somewhere! Silverfish River Valley should not be editing that cell, but you are correct, it does accidentally contain that cell. It will be removed in a future release, thanks for reporting it.
@ 127ms: Incorrect. This mod, Silverfish River Valley, does indeed edit 35,-5. However Aspen Wood does not touch 35,-5 at all. Take a look at the UL cell grid map to see which cells each UL edits.

Depending on the load order it causes serious land tear or a flying trees.
