This tutorial shows you how to make hair for oblivion.
The only tutorials i found were written and hard to follow,hopefully this will be easier to understand.
NOTE THIS DOES NOT COVER MODELING HAIR!!

what it does cover is hair morph's and vertex coloring
tools you will need are:
Modeling program (i use 3ds max in video,but i'm sure you can do same thing in blender)
Gimp or photoshop (i use photoshop in video)
conformulator

note that i am english and do have a yorkshire accent :P
edit: allmost forgot i used default codex but if your having trouble playing tutorial,google klite codec pack ;)

NOTE to Blender uses
"Blender doesn't export tangents and binormals.
So for all Blender users, here is the solution:
Export with blender (deselect "Stripify Geometries") and open the nif in Nifskope. Go into the "NiTriShapeData" Details and set the variable "TSpaceFlag" to 16. Then Update the "Tangents" and "Binormals" arrays (green arrows). That's it.
One hint on obj-export: Blender scales the model down 10 times so you have to scale your hair up 10 times before exporting (and turn off "Rotate X90" on export)
The rest is just like in this awesome video tutorial.
