I think you need an actual Ely's Silent Voice mod in order to install these duration. Basically, once you've installed Ely's Silent Voice, meaning that you have put the Elys_USV.dll and Elys_USV.mp3 into the DataOBSEPlugins , you need to delete Elys_USV.mp3 and replace it with the one you've downloaded (also need to change its name to Elys_USV or it won't work). Personally, it worked for me (too bad the author did not paste the ReadMe file for instructions on installing these prolonged Silent Voices files).
Anyway, the author did a great job nonetheless (aside from the missing ReadMe file). Thank you!
Basically pick up Elys Universal Silent Voice. Install it with NMM. In your data folder there's a file called Elys_USV. Download the 40SilentMP3s and rename the appropriate file from that archive (in my case the file "20" for 20 seconds of silence) and just drag, drop & replace the file in the Oblivon Data Folder. ez pz
Guys I don't know, but this is my guess: It looks too me like these are just audio files. I think you need to rename these files to whatever voice file you want the text to show up for in dialogue. Ely's Silent Voice (which uses Obse) detects files without a voice file and plays silence. 40mp3s isn't a mod: its a database gives you silence files that you would have to duplicate and then place in the correct voice directories (with the correct file names). That's what I'm thinking. That being said, this guy did a great job making a modders recourse, and I appreciate his attitude, contribution and permissions.
