Bullet time is the name given to the effect of slowing down the action.
If you've seen The Matrix, then you've seen bullet time.
So, this mod slows down the action during power attacks when a mod is activated or when a certain spell is cast.

I don't know what a japanese lunge attack is, but this mod slows down the action during power attack when either a mod or spell is activated.
If you want a flash step type of move, my other mod "Dark Arts of the Left-Hand Path" has a long range teleport spell with a 2x damage bonus for 2 seconds.
Charge the power attack right after you cast the spell and(if timed right) you will released the power attack as soon as you teleport next to your enemy.
I have used Weaponskill PowerAttackReplacer for some time now and was hoping for something new.
I looked at the discription of your mod and honestly am not quite sure what it is exactly although it looks promising I was concerned to use it just yet without knowing more about it.
Will you kindly explain this in lamen terms. I don't think I use anything "Bullet Time" and for those who do not we might not understand what this mod does.

@hillgiang66: when you hold attack button for a while you will do power attack. and this mod slows down time during that attack.
