They are CM partner companions. They don't get summoned. You can find them in Kvatch and ask them to join you if you have the CM Partner mod. A word of advice, though. I believe going into Kvatch will start the main quest, so unless you're ready to do it, or you've already begun it, don't go unless you have a mod that puts off the main quest until you're ready (I think I've seen those). Just FYI.
