I think it should be linked to Fame rather than level, since Pellew makes references to how you have changed the world, even though it is quite easy to level to 15 without doing a single quest.
Well, it is perfectly possible (even quite easy) to finish the Kvatch quest at level 1, so I don't want to link it to that quest.
It is possible that lvl 15 is a bit late (though earlier than suggested in the TOTF readme (IIRC), so if you want to have him visit earlier, you can do as described in the description here, either set a specific level, or set new max/min levels for earlier randomness.
Hmmm. lvl 15 seems a bit too far on for me. I could probably hold my own against him somewhere around lvl 7-10. One idea would be to have TOTF kick in some time (3-7 days) after you achieve "Hero of Kvatch" status. If you can finish that quest you are more than likely ready for him. Would make more sense too since it would be your new found fame that draws Pellew's attention.
I remember awhile back I had TOTF and the old Pirate Isles beta installed from the start with a new char. and the 1rst time I slept it warped me into the dark hold of that shipwreck and removed all my armor and equipment. Pellew appeared, said his line and I think one hit was all it took before my naked body tumbled to the deck...
Excellent idea ! I enjoy TOTF but I was a little bit bothered by the fact that Sir Pellew would come and bash me when I was only lvl 1 (i use hunger, thirst and sleep needs mods, so I HAVE to sleep regularly). This made me to sleep in places very near guards and most of the time the guards did the job for me...
Your mod will get rid of that problem because, like you, i like my mod list to be fully enabled when i start to play. And it's even better to know that thanks to Wrye Bash it can be merged and won't take a slot of my (already extremely overloaded) load order !

I can easilyadd an optional requirement that the main questline must be completed before allowing the quest to start. I will look into it.
