Unfortunately, it seems like the patrols are serving merely as bait for the malicious creatures of Cyrodiil. Ironically, you actually experience higher-level baddies along the roads than in the wilderness.
I don't know why that is, but this mod fixes it. No spawn locations have been changed, only the creatures' levels have been changed. Now, in the wilderness you will encounter higher level baddies at much lower levels than you would if you stuck to the roads, instead of the other way around.
The only thing I have changed is the leveled creature spawn lists, for the roads and wilderness.
