In response to whey, it modifies a quest which that also modifies. if you put this after UOMP, this will work , but the efficiency boost from the UOMP will not be implemented.

Why does this deserve a 1? What does not useful mean in your case? Does it do as it says? I can't believe a mod with the score of 1 doesn't have more detailed complaints. All I want is a mod which delays the pop-ups you get when you start with the mods downloaded, so does this do that?
