The description should note that this only changes the Khajiit racial ability, not night-eye in general. Also, from what I can tell (I didn't use it very long), it does not change the night-eye effect so much as swap it out for a light spell effect.
This mod isn't really a nighteye per se. What it does is toggle a permanent light field around you. So it's not really a nighteye effect but swaps out nighteye for a permanent light spell.
If you can't get it to toggle on/off, check *only* the toggle file. If you toggle both the temporary spell will remain.
No one has payed much attention to this mod for a while but, here's my comment:
1> Yeah some screenies would have been nice.
2> I hate the default night-eye because it washes out the pretty colors of this game but is way to useful to ignore if you play Khajiit. This mod is the perfect fix for that, making night eye more like you can just see really well rather than everything being in monochome blue.
3> it doesnt break the toggle mod if the toggle mod comes after the new night eye mod in the load order.
I like the idea, but it kills a key benefit of nighteye: not being seen. This nighteye seems to be just another light effect. Is it possible to make it so only the player sees the nighteye 'light'?'

if you sneak and use it it gives away your position, because your surrounded by light

It over-rides it and it returns to the crappy 30 seconds duration.
