Yeah, so call me an idiot, but I followed mannimagnus' advice and I cannot get the cape to actually show. It's added, enchanted, and placed in Alswell Inn. I can equip it, but nothing is seen. I figure it's some kind of path issue with texture/model but I've no idea if it's the World Model or Biped model that's the issue.
Anyways, shelving this thing for now until someone can gimme any kind of answer. My forehead is bloody enough from beating against a wall for an hour.
its easy to add it!, open up the CS, load oblivion.esm and click "ok" [if it says "you have not set this as an active file" say "yes"] then go into clothing, right click and select "new", then name it what you want and give it an id, also give it the cape .nif, then once thats done click "ok" again, open a location in the render window [or a container] and then drag the cape into the render window [whereever you want it to be] then click the red x at the top right of the CS, it will ask you if you want to make it a plugin file, click "yes" and then name the file, open up the launcher and tick it, then go to the location you put it in [where you dragged it in the render window] and take it!, thats all there is!.
