   This is late but that's in fallout new vages IF you have the Wild Wasteland perk at the beginning of the game and travel to camp searchlight and go to one of the churches in that camp and you'll find it!

   to make a NIF file use nifskope. nifskope loads .nif .kf .kfa .kfm .nifcache .texcache and allows you to texture using .dds files and save as a .nif file
