@iamskilz in the prison district to you're right when you enter, through a metal bar gate. The lock on it is set to hard though and you can't take any of the armor that is there without it counting as stealing, although I think the chest thats been added is excempt from that.
in real life each and evert soldiers life is valued the same, it dosent matter if there the captain or a private each soldier has a specific role in there squad.

The captain of the guard will wear the new armor, and there is a chest with all the armor in the IC armory for your use
