I don't think that Big B (as we usually call him lol) will mind this, as you mentioned him as the author. ^^ I love his mods, especially this one, and you can be sure that there will be some more. (already got some great stuff he never published)
Just extract all textures and meshes into your data folder of Oblivion and it should fix the exclamation marks, you see all around Dibella and inside the Dibella temple and willow village.
Also fixes the black horse you see in the front of dibella temple.
