From what you describe, it seems you're having serious issues with the mods you're running ... The fatigue thing sounds like a damaged stat: maybe you should check the Stat Restore mod by Mentalor.
The other problem sounds like a Faction conflict ...
You should take a look here for help with Load Order issues ...
I can't seem to get a character over lvl 30... the game screws up at some point. Every time I get a toon between 25 and 30 stuff happens like. My max fatigue is 150 but will only regen to 125... I attack a smuggler and kill him and that message pops up saying.. your killing has been observed by unseen forces... you think this mod would fix these problems? Ive been playing for a year and a half now and this always happens. Thx for a cool prog ">

I've also added Wrye as a member so he can pulldown the file when the standard set gets added to Wrye Bash as default.
